thanks for the questions. the drying time on the 3” pour would be about 90 days, once the environment is controlled. this is a rule of thumb. as far as a finish, most would say smooth, but not burnished. as far as the area rugs, i would imagine that if the rugs are breathable, you wouldn’t have issues. good luck.
